Workforce Development Programs

One of the most
valuable assets of a company is their trained workforce. The 2007 Vermont Legislature
appropriated funding through the Vermont Department of Labor (VDOL) for three
workforce development programs. These programs share a common purpose: to increase
career opportunities for workers and strengthen career awareness for students
about to enter the workforce in Vermont; and to increase the number of workers
with skills that meet the needs of Vermont employers.
These Workforce Development Programs through VDOL promote the creation and
retention of high quality jobs, and the growth of a highly skilled workforce,
by funding occupational skills training, employment experiences and career
awareness activities for adults, students, and other specialized training
leading to employment with new and existing businesses.
These training funds will be granted on an on-going basis. There are no upper
or lower limits on the amounts that can be requested, but applications requesting
more than $150,000 must demonstrate their projects will have statewide impact,
and/or will result in the creation of a significant number of new jobs.

Vermont Training Program
Purpose - The Vermont Training Program promotes expansion
and encourages the creation and retention of jobs in Manufacturing, IT, Healthcare,
Telecommunication and Environment by providing training for new and existing
businesses thereby increasing the skills of the Vermont workforce, the wages
and Vermonters' standard of living.
Goals - The two primary goals of the Vermont Training Program
are job creation and job retention. In order to accomplish the training program
goals, the state offers three training initiatives: new employment; upgrade
and crossover training for incumbent workers. These individually designed
training programs may include on-the-job; classroom; skill upgrade; or other
specialized training which are mutually agreed upon between the State and
employer.
Eligibility to Participate:
A. Guarantee that the training requested will supplement, rather than replace,
the company's ongoing, normal training efforts.
B. Agree to pay wages equal to at least twice minimum wage ($15.00) at completion
of training, if no benefits are provided to the employee.
